Unsafe goods – lead in children's toys

Below is an outline of guidance available on lead in children's toys.

Unsafe Goods (Lead in children's toys) Notice 2009

The New Zealand Gazette No. 39, 26 March 2009, published the Unsafe Goods (Lead in children's toys) Notice 2009. The notice is made in accordance with section 31(3) of the Fair Trading Act 1986.

Children's toys which contain lead in their accessible parts at a migration level greater than 90 mg/kg of toy material are declared to be unsafe goods and are prohibited from supply indefinitely.

Migration level means the value calculated after testing in accordance with the procedures and result interpretation provisions of the Australian/New Zealand Standard AS/NZS ISO 8124.3:2003 entitled 'Safety of toys, Part 3: Migration of certain elements'.

Explanatory note: This notice declares children's toys which contain lead in their accessible parts at a migration level of greater than 90 mg/kg of toy material to be unsafe goods and prohibits the supply of the goods indefinitely under section 31 of the Fair Trading Act 1986.

Revised requirements for pedal cycles – draft available for public comment

DR09026 Pedal bicycles – Safety requirements (Revision of AS/NZS 1927:1998) is available for you to comment on. The closing date for comment is 3 June 2009.

Specifies safety requirements for the design, assembly, and performance of all types of pedal bicycles and sub-assemblies of pedal bicycles having a wheelbase of 640 mm or greater, but excludes track racers and one-of-a-kind bicycles.

The principal changes from the previous edition of this Standard are:

  • deletion of reference to power assisted bicycles
  • simplification of labelling of unassembled or partly assembled bicycles regarding the need for a skilled assembly mechanic
  • the limitation on projections on the bicycle in front of the rider relaxed for front-of-rider child carrier seats and water bottle provision
  • deletion of requirement for pedal reflectors if pedals are the sole clip type
  • modification of the front hub retention test
  • deletion of the roadworthiness test
  • deletion of the wet braking test requirements.

AS/NZS 3696 Wheelchairs

AS/NZS 3696.19:2009 Wheeled mobility devices for use as seats in motor vehicles

Applies to all manual and powered wheelchairs, including scooters, which, in addition to their primary function as wheeled mobility devices, are also likely to be used as forward-facing seats in motor vehicles by children and adults with a body mass equal to or greater than 22 kg.

AS/NZS 10542 Technical systems and aids for disabled or handicapped persons – Wheelchair tiedown and occupant-restraint systems

AS/NZS 10542.1:2009 Requirements and test methods for all systems

Provides performance requirements and test methods, instructions and labelling for wheelchair and occupant restraint systems that use belt-type occupant restraints. Adopted from ISO 10542-1:2001 with national modifications.
