Timber-framed buildings Standard NZS 3604 – myth busting
The project to review the foremost Standard in New Zealand for the building and construction industry, Timber-framed buildings, NZS 3604:1999, is now well underway. The draft revised Standard is planned for public comment release in late 2009. Publication is scheduled for late 2010/early 2011.
A leadership group and a technical committee have been formed to review the Standard, and five industry-specific work groups have been set up to review specific sections of the Standard.
This article clarifies the relationship between NZS 3604 and the New Zealand Building Code (NZBC) by exploring two myths: 'Some people say NZS 3604 is the Building Code', and 'Some building consent applicants say they always need a producer statement when using NZS 3604'.

Wind actions on structures – new international Standard
A new international Standard, ISO 4354:2009 Wind actions on structures, will help ensure the reliability of structures in areas exposed to strong winds and cyclones. The Standard describes the actions of wind on structures, and specifies methods for calculating characteristic values of wind loads.
'Perhaps one of the biggest advantages of ISO 4354 is that it allows you to bridge the gaps of all wind loading codes around the world,' says Professor William Melbourne, Convenor of the working group that developed the Standard. 'The Standard provides methodology for calculating wind loads on structures, some of which have never been available in this form before. It cancels and replaces the first edition of the Standard, originally published in 1997, with a full technical revision.'

Comments: The project is in the draft development stage. The organisational structure for the project is a Leadership Group, P3604 Technical committee and there are five workgroups covering Loadings, Durability, Bracing, Roof framing, and Design appearance and clarity. Several meetings have now been conducted with the focus being on having the revised draft ready for public comment by November 2009.

Water efficient appliances

Comments: Standards New Zealand was commissioned by the Ministry for the Environment to set up and facilitate an advisory group to coordinate New Zealand's input to a joint Australia/ New Zealand Standards committee (WS-032). This committee is responsible for amendments to the joint Standard (AS/NZS 6400:2005) on the rating and labelling of water efficient products such as taps, showers and other water-using appliances. The New Zealand advisory group met again on 11 June to discuss progress on Amendment No.4 to AS/NZS 6400, which takes account of New Zealand's appliances designed for low pressure systems. The group also discussed the introduction of water efficiency labelling regulations in New Zealand in July 2009, and issues around compliance and consumer information requirements. The advisory group has indicated its interest in having further meetings to discuss progress on water efficiency labelling in New Zealand. Funding for this to occur has yet to be determined.

Comments: Standards New Zealand is reviving an amendment project which originally commenced in 2006. The project was put on hold until a full revision of NZS 3604 commenced as any changes to the seismic zones in NZS 4229 needed to be considered in conjunction with NZS 3604.
